Sub Rule 1 of Rule 41 empowers the regulatory body to establish criteria for training, syllabus, infra, instructors, and skill testing to guarantee quality in training. The circular explains these criteria, chiefly focusing on the approval procedure for Train the Trainer (TTT) programs, Instructor ratings, Master Instructor Authorizations, and the procedural needs for managing changes in these approvals. Key Definitions Remote Pilot Training Organization (RPTO) : An organization authorized by DGCA to offer Remote Pilot Training for RPCs. Train the Trainer (TTT): Authorization wasgranted to RPTOs to train RPC holders looking to become instructors. Remote Pilot : A person operating an unmanned aircraft/ drone. RPC Instructor : A DGCA-authorized trainer educating the candidates for RPCs. Master Instructor : A DGCA-approved instructor authorized to conduct TTT courses. Applicability and Scope The circular applies to RPC holders, DGCA-authorized Instructors and Master Instructors, RPTOs, and TTT organizations. The provisions cover: Conditions : Visual Line of Sight (VLOS) Category : Rotorcraft Sub-Category : RPAS Class : Micro, Small, Medium (up to 50 Kgs) Instructor Rating Requirements Eligibility : they should have a degree from a recognized institution, a valid pilot, maintenance, or technical license, and a valid RPC. Knowledge : Capability to assess trainees, complete training, and meet competency standards in instructional techniques, assessment, and training effectiveness. Skill : Completing an assessment and oral exam by DGCA. Experience : At least 20 hours of RPA flying experience and experience in line with RPC requirements . Training : Applicants should undergo training in instructional techniques and flight maneuvers under the supervision of a master instructor. Approval of TTT Organizations and Master Instructors For becoming a TTT organization or gain Master Instructor Authorization, the following requirements should be there: TTT Organization Must be a DGCA-authorized RPTO. Should have been operational without accidents for six months. Must have issued 100 RPCs in the relevant category and class. Master Instructor Must be a DGCA-approved Instructor with a minimum of 100 hours of instructional experience and 200 hours of drone flying experience. Should have a clean record of accidents and violations. Training Syllabus RPTOs seeking TTT approval must include separate curricula for Instructor and RPC courses in their training manuals. Procedural Requirements For TTT Approval Applications must be submitted 45 days before the start date of the training. At least two Master Instructors must be authorized. Maintaining a ratio of 10 students per Master Instructor. For Instructor Rating Applications should be made through an authorized TTT organization. Candidates must pass a DGCA oral exam. Candidates are allowed a maximum of 3 attempts for the oral exam. Change Management For amendments or upgrades in the scope of TTT approvals: Submit applications at least 45 days before the intended change. Apply for authorization or upgrade of at least two Master Instructors. Maintain the student-to-Master Instructor ratio. Validity and Renewal TTT Approval : Valid for 5 years, renewable with compliance to rules. Master Instructor Authorization : Valid for up to 5 years, subject to validity of the RPTO. Instructor Rating : Valid for 10 years or the validity of the RPC, whichever is earlier. Refresher Courses and Renewals Refresher Courses : Instructors and Master Instructors must undergo refresher courses every 2 years. Renewal : Renewal applications must be submitted 45 days before the expiry date, with a maximum renewal period of 5 years for TTT Approval and 10 years for Instructor Ratings. Functions and Enforcement TTT Organization : Conduct TTT courses, guarantee compliance with regulations, and maintain training records. Master Instructor : Impart training and assessments, verify logbook entries, and ensure regulatory compliance. Instructor : Administer solo flights, conduct training, and certify compliance with guidelines. In case of non-compliance, the DGCA might alter, suspend, or cancel approvals and authorizations.
